XER is Oracle Primavera P6's project exchange format — the file a planner sends when they send you "the programme". It carries the full schedule database: activities, calendars, the WBS, relationships, constraints, resources and progress. Without P6 you normally can't open it at all, which is exactly the problem when one lands in your inbox the day before a progress meeting.
